Reenable test that msbuild only restores one RID by default for netcoreapps

The following test fails when building with full MSBuild because Jenkins is not updated to include updates to NuGet ImportBefore/ImportAfter targets (PR 57278)

Disabled in PR #870

This tracks reenabling the test once Jenkins has been updated.
