Increases the Docker container memory limit used by the VMR license scanning pipeline to reduce/avoid out-of-memory failures during scan runs. This is a backport of dotnet/dotnet#5917 into the source-build pipeline configuration.
Changes:
- Bump
licenseScanContainerDocker--memorylimit from 12g to 20g for the license scan pipeline.
