Investigate Look-for-msbuild-net7.0-artifacts SDK patch

The Look-for-msbuild-net7.0-artifacts SDK patch indicates it can be removed once dotnet/msbuild#7790 flows
into dotnet/sdk. This fix has flowed in some time ago but the patch is still needed. This should be investigated in order to remove the patch.

I couldn't figure out the best area label to add to this issue. If you have write-permissions please help me learn by adding exactly one area label.
