Reenable PublishSelfContained scenario test

We should reenable this test once the .NET 10 transition is finished.

This is still an issue and hasn't been resolved by the current state of the main branch. See dotnet/sdk#46055 (comment)

While the changes in dotnet/sdk#46055 have re-enabled the test, it's explicitly filtering out a package from the results: dotnet/sdk@b5ac60b. The remaining work here is to remove that package from this filtering once dotnet/sdk#46165 is fixed.
