ESLint - enable recommended type checking

The plugin, "plugin:@typescript-eslint/recommended-requiring-type-checking" is not currently enabled.  Enabling it would have helped @akhera99 and I figure out an async issue extremely quickly due to this rule - https://typescript-eslint.io/rules/require-await/
