C# Automatic indentation formatting appears to be broken

Issue Description

The formatter is now removing indentation automatically in many cases. This started happening today after updating to the latest version of the extension. Indentation works properly if I disable the extension.

Left side is the old behavior.
Right side is the new behavior.
In the video I'm creating a new line, then hitting Ctrl + Z to reverse it. You can clearly see that in the new behavior, the indentation comes back after hitting Ctrl + Z, indicating that it was there from the start, but then it was removed automatically.

Steps to Reproduce

Create a new line inside of a class instance, or when defining enums. It happens elsewhere as well, but those are two easy ways to reproduce.

Expected Behavior

Indentation should be respected.

Actual Behavior

Indentation is completely removed.

I can't see any files.autoSave* settings in my settings.json, so I assume that they're the default value.
As far as I can see, that's false/off.

Setting "editor.formatOnSave" to false does not solve the issue.

It is a problem in OnTypeFormatting which we now enable for C# files. The initial edit comes in which adds a newline to line 20 (the last ,) and the expected indentation on line 21 (the new line). OnTypeFormatting then returns a newline for line 21 (the new line) and indentation for line 22 (the }).

Same issue, and at first I didn't think it'd relate to formatOnType behaviour cuz I have it turned off. But then I realized C# extension is forcing it on. I think #8709 should fix the problem for some of us.
But Why should an extension force a change in my settings that isn't even visible in the Settings UI ?

For everyone who has the same issue, a temporary workaround until next update is to add the following to your settings.json :

This reverts the forced settings. Note that merely disabling formatOnType in workspace settings doesn't override it either cuz the global [csharp].editor.formatOnType is overwriting the workspace editor.formatOnType as well.

You can also switch to the prerelease (2.96.3) version of the extension, as that has the change to remove the setting turning formatting on.

I'm not sure if it's related or not, but the automatic indentation seems to ignore the language specific setting for editor.tabSize.

The last version that worked correctly was v2.90.60, and after that, several automatic indentation related things started going wonky. This is still not working as of 2.97.38.

My user settings.json contains the following:

To reproduce, say I have the following code

class SomeClass

    void thing() {}
}

Then if I place the cursor between the braces for the thing method and press Enter and type something, say "int", then the result is the following.

That is, it's automatically formatted the braces but using an indentation size of 2 spaces. The cursor is

If I set my global editor.tabSize to 4, then it works as expected, but I'd rather not do that as I work in a range of languages.

this is unrelated, a new issue would be great. Suspect we're not properly syncing the language specific setting. Either that or an .editorconfig could be overriding it.
