I successfully build a Visual Basic dotnet core winforms project WinformsCoreTest with only four files: WinformsCoreTest.vbproj, Form1.vb, Form1.designer.vb, Program.vb.
WinformsCoreTest.vbproj:

I can build it successfully with StartupObject node added into vbproj file and without Program.vb. Therefore it is similar to the .Net Framework template. I'll create a pull request later.
