Migrates FabricBot automation for the dotnet-api-docs to [Config-as-Code](https://microsoft.sharepoint.com/teams/FabricBot/SitePages/Config-as-code.aspx). The file is a dump of the automation rules that are currently active and doesn't contain any additional changes.
