This is the Project Template for WinForms used by dotnet new winforms and Create New Project -> Windows Form App (.NET Core) in Visual Studio.
Moving it from composition repo build and ship from GitHub. We will make modifications to this in a future PR (likely to get this to match the template for .NET Framework) to satisfy #679
