Infinite pagination of batch input files when row count is 10

To reproduce:

1. Upload a batch
2. start the batch process
3. view the batch input files
4. Click next in pagination buttons
5. keep clicking next infinitely
6. change row count to 500 and see limit of file (if less than 500)
