Reporting: message growth per label

To help both, incident management and prioritisation, we want to capture the growth of number of messages per label.

A time chart with the number of messages marked by a given label (monthly, weekly or daily). Ideally avoiding to consider the same message if the replay fails again.

Note: This can be achieved with splunk (by logging the message count on a frequent basis)
