Ensure prepare respects releaseConfig when fetchArtifacts is not provided #1277

Describe the bug
Prepare doesnt respect release config when fetchArtifacts is not provided
To Reproduce
Steps to reproduce the behavior:
- Prepare a pool without fetchArtifacts but with releaseConfigFile
- Notice that pool prepares to build all the packages in the repo
Expected behavior
Pool should be prepared only with artifacts as mentioned in the release config
