Adding the user-management sdks for Python.
@RidleyLarsen The requirements.txt file was missing in the Dev branch as well. I have added a new requirements.txt file and added the required dependancies for the tests to run. Please review and let me know if the versions added are the expected one.
Added tests for all the new endpoints. All the tests pass.
Note: There are just some of the flake8 lint rules that are failing, if you can look into it that would be great. I'll be off till 16th of September.
Otherwise, all the tests pass and work fine.
