Summary

Implementation of Remote Configuration Management API for ActiveGates and OneAgents
Fixed all failing tests and added missing Mock data
Fixed issue with MetricDescriptor's Unit not being truly optional
Added .gitignore
Fixed SonarQube complaint about float comparison
Excluded test from distributed packages
Fixed GitHub Actions builds by excluding 3.6 and 3.7 on macOS from test matrix
