Automate windows code signing

Automating Windows EV code signing is becoming more and more important.
We are signing now 3 binaries (ERA, EDA and SasView) and will surely do more.
The signing is now performed manually on my (PR) machine.
We need to create a GH action for it which will run on a local GH runner.

DigiCert own KeyLocker solution seems to be doing all we need, so waiting until renewal date.
