1. Rename the project to uprotocol-python 2. Remove all references to SDV-202 3. Fix spelling mistakes 4. Make hash , token and ttl parameters optional in ucloudevent attributes class

The following will be an initial push of the python SDK that will be used to build python based ulinks and then uEs. This an initial commit, other outstanding work items will be covered in the issues list
