notify when new kernel version needing patches is out

We recently published 6.11 zone kernels without the CPU topology fix patch, so it would be nice if we could get a reminder bot to carry those patches in the baseline as the next kernel version gets developed.

The new patching system helps this a lot, but there is still more to do I think.
