Replace tibdex/github-app-token with actions/create-github-app-token

[Copilot]

The tibdex/github-app-token action has been archived and is no longer maintained. This PR replaces it with the official actions/create-github-app-token action to ensure continued functionality.

Changes Made

File: .github/workflows/update-specs.yml

• Updated action from tibdex/github-app-token@3beb63f4bd073e61482598c45c71c1019b59b73a to actions/create-github-app-token@v2
• Migrated input parameters to match the new action's API:
  • app_id → app-id
  • private_key → private-key
  • Converted JSON permissions object to individual permission parameters:
    • permission-contents: write
    • permission-pull-requests: write

The token output (steps.get_token.outputs.token) remains unchanged and continues to work with existing workflow steps.
