Threads 2.0: Design and implement a sliding sync extension for threads

Include in the sliding sync response a threads subobject, containing a mapping of roomId to a mapping of all the limited threads to their previous batch token. That token can be used with /relations.

This is not very well-fleshed out and would benefit from refinement first.
