Notebook tab should be drop target for files

Something I noticed from user observation of @katiemkblaede 😁

She dragged some files from the current view onto the notebook tab for another folder open in the window and dropped them, expecting them to be moved into the folder. Instead, Files counted it as an incomplete drag and kept the files in their original location.

Can we make notebook tabs themselves count as drag targets just like the background of a folder view?

That may require changes to Granite.Widgets.Tab or subclassing that in Files.

fwiw it looks like macOS and Nautilus have this behavior

These days if you hold a drag over the tab it will switch tabs, but dropping onto the tab still is an incomplete drop.
