IRCv3 Message Tags

It would be useful for this library to support parsing of message tags from the IRCv3.2 working specification. Whilst the specification is a work-in-progress, message tags are pretty much set-in-stone and it would be advantageous when writing an IRC application using this library to already have support for message tags.

I'm a low on free time these days, but I'd gladly review a patch for some new functionality :)

I've been low on time as well but if I get any free time, I'll see about writing the necessary code and creating a pull request.
