Updated several package references in `Stacker.Cli.csproj` to their latest versions, including `Microsoft.Extensions.*`, `NodaTime`, and `Spectre.Console.Cli`. The `packages.lock.json` file has been updated to reflect these changes, including an upgrade of `Endjin.RecommendedPractices.GitHub` from `2.1.12` to `2.1.18`. Additionally, new dependencies such as `StyleCop.Analyzers` and `StyleCop.Analyzers.Unstable` have been added, and existing dependencies like `Microsoft.Extensions.Configuration`, `Microsoft.Extensions.Primitives`, and `System.Text.Json` have been upgraded to version `9.0.4`.
