EOS might enable PAYG with RPi 500(+). To keep the RTC working on RPi 500(+), there will be an RPi certified RTC battery 1 which is rechargeable. So, enable RPi 500(+)'s PMIC charging the RTC battery with the configuration in config.txt by following RPi's document 2.

I don't think we should unconditionally enable this on all of our rpi images; we should scope it to ones which are intended for use with PAYG. If people download a free image of EOS for Pi and happen to use it on a Pi500, that doesn't mean they have a rechargable RTC battery!

I prepared #199, first. But, found the PLATFORM has been defined as rpi. So, created this PR.

If we must enable with PAYG image only, then we have to create another flag. I think.
