Image plots don't work on Python 3.5 and Windows

This is an issue with some Enable builds on Windows, not with Chaco itself. Suspected to be similar to #308 but with MS compilers rather than GCC.

FWIW, when building Enable's _agg extension in debug mode or with compiler optimizations disabled, the plots work (for me):

Closing as this isn't true anymore on windows. Sll of the image_*.py examples in examples/demo/basic work as expected at the moment.
