Remove scipy tutorial 2006 docs

There is a lot of stale content in https://github.com/enthought/chaco/tree/master/docs/scipy_tutorial. We need to evaluate if there is any information in that tutorial that doesn't already exist in the documentation, extract it and remove the old files. Note that https://github.com/enthought/chaco/blob/master/docs/scipy_tutorial/chaco_talk.html is the slide deck with notes in https://github.com/enthought/chaco/blob/master/docs/scipy_tutorial/presentation%20notes.doc

I looked at the content and I don't see anything meaningful. Removing it from the git repo outright.
