part of an effort to break #462 down into various smaller PRs
This PR pulls out the changes to files in
docs/source/user_manual/basic_elements/from 462. These changes are effectively style changes / using correct sphinx roles, etc. The diffs are rather long but content overall the content is effectively unchanged
