Bleeding edge workflow reinstalls packages into the bootstrap edm environment, not the dev environment

There's a bug in the bleeding edge workflow: it intends to remove Traits and SciPy from the EDM-installed scimath environment and replace them with upstream versions, but instead it operates on the bootstrap "edm" environment.
