Problem description:
If python 3.6 is added to the pypi test, it will generate a "The version '3.6' with architecture 'x64' was not found for Ubuntu 22.04." error.

Reproduction steps:
Add 3.6 to .github/workflows/test-with-pypi.yml. See code change in this PR.

Expected behavior:
Pas the github workflows test.

OS: Ubuntu 22.04

Python version: 3.6

it will generate a "The version '3.6' with architecture 'x64' was not found for Ubuntu 22.04." error

This is because the maintainers of the setup-python action haven't built Python 3.6 runtimes for the latest Ubuntu. I don't think there's much we can or should do about this - it's fine to have the test-with-pypi workflow only support Python 3.7 and later.

strategy:
matrix:
os: ['ubuntu-latest', 'macos-latest', 'windows-latest']
python-version: ['3.6, 3.11']

Thanks for the demo PR. Let's close - as discussed on the issue, I don't think there's much value in worrying about getting these workflows working with Python 3.6.
