Summary
Adds a watchlist action column to Miner Details → Pull Requests so each PR row has a clear Add to Watchlist / Remove from Watchlist control. This aligns miner PR table behavior with other table views that already support row-level watchlist actions and improves consistency/discoverability for watchlist management.
