state files progress is ahead of blocks files progress

- erigon snapshots must have blockfiles ahead of state files, else sync from scratch is broken
- currently the check is in publishable, so protection is there in snapshot automation, but recover involves deleting latest state snapshot files. Need better way to recover or enable sync from scratch to work when state files is ahead
