Describe the Bug

When mouseover a chart series the tool tip doesn't appear on some monitors.

Steps to Reproduce

1. Open the Dasboard
2. Go to "Overview" -> "Resource Overview"
3. Mouseover on some chart series

Expected Behavior

It should show the tooltip.

Actual Behavior

It may not show a tooltip

Fixed in PR #320 — thanks for tracking this down, @ClaudioESSilva! The root cause analysis on the stale DisplayScale vs live DPI was spot on.
