Large gap between Warnings header and first warning in properties panel

Problem

In the operator properties panel, there is an inexplicably large gap between the "Warnings" section header and the first warning entry.

Expected

The first warning should appear directly below the header with normal spacing, consistent with other sections in the properties panel.

Steps to reproduce

1. Open a plan with warnings
2. Click an operator that has warnings
3. Scroll to the Warnings section in the properties panel
4. Notice the large blank space between the header and the first warning
