[BUG] Ctrl+Scroll wheel down doesn't zoom out

Describe the Bug

When holding down ctrl+mouse wheel, scrolling up zooms in, but ctrl+wheel down does not scroll down. This problem exist both on the Query Editor and the Plan Viewer.

I have fixed it locally, I will raise a PR shortly.

Steps to Reproduce

1. Enter some SQL in the query editor.
2. Ctrl+mouse wheel down
3. Generate a plan
4. Ctrl+mouse wheel down

Thanks for reporting this, @StuartQ! The fix is merged — the PointerWheelChanged handler was using bubble routing, so the ScrollViewer consumed scroll-down before the Ctrl+zoom handler could intercept it. Switched to tunnel routing to match how the pan handlers were already wired. Will be in the next release.
