The pgo_internal.hrl file makes a reference to a non-existent type available to
rebar.configwhich is one of the reasons we can't dialyze pgo. In this PR, I bring in https://github.com/semiocast/pgsql/blob/c7d98673459052b2c48526f16dab11ab34c23891/src/pgsql_error.erl#L16-L22 to bring us closer to finishing #86
