Approved, but do know that we're deprecating DSR 2.0 with 2.70.0, so maybe make a note of that in the var description that this setting only matters for <2.70.0

This PR extends the
FIDES__EXECUTION__USE_DSR_3.0environment variable to the Fides Terraform module.
