Upgrade: Suitable for Python 3.9+

1. Remove incompatible prints
2. Adding Compilation of Different Python Versions for Different Systems
3. When github create release, rankfm automatic compilation and release to pipy.
4. Add README.md to pipy
5. Add clear explanations based on the issue

Please set the PYPI_USERNAME and PYPI_PASSWORD in settings

        TWINE_USERNAME: ${{ secrets.PYPI_USERNAME }}
        TWINE_PASSWORD: ${{ secrets.PYPI_PASSWORD }}

Installation method based on Github repository:
