Create normalization documentation in track repo

When we want to take our representer online and have mentors write representer comments, we need to have this kind of documentation in the track repo: https://github.com/exercism/fsharp/pull/1092/files

(I am keeping the issue here because the "source" for those what's documented is in this repo.)

After the new docs were added, they should be linked in the readme of this repo. The current list of normalizations can then be removed.
