This PR removes the support for RMA in MPI until we need it again and find the time to implement it in a performant manner. There are three PRs in total removing the support:
I've named all the same so that they are easy to resurrect in the future. I will wait until 1 and 2 are merged, to update the submodules to point to the right commit hashes (i.e. once merged).
