fix[ci/build]: remove preserve annotation for fb bundles

Haste is not happy about @preserve annotation. Partially migrating to @license annotation:

1. DEV-bundles are not transpiled with Closure compiler, so there is no need for adding @preserve annotation.
2. Production and profiling bundles will be transpiled with Closure compiler and @license annotation will be stripped.
   • Using it instead of @preserve, so we use only one annotation for all wrappers and not keeping it, which works only if its stripped.

Tested by inspecting headers of generated artifacts in build/facebook-www and build/facebook-react-native.
