Add support for system Velox

We're bundling Velox by submodule at velox/.

If Velox provides CMake package facebookincubator/velox#14275 , we can use system Velox instead of bundled Velox.

But we should keep supporting bundled Velox for easy to install. We can use FetchContent for it instead of submodule.
