This change will upgrade the following GitHub Actions: docker/login-action to v3, actions/setup-go to v5, docker/setup-qemu-action to v3, actions/checkout to v4, peaceiris/actions-gh-pages to v4, github/codeql-action/analyze to v3, github/codeql-action/init to v3. These new versions will provide new features, security updates, and upgrade to node20 since node16 is no longer supported. Signed-off-by: Rob Casale <rcasale48@verizon.net>
