in_tail: read from tail, not head by default

Fluent Bit in_tail plugin always read from head, if not using a database file it should read from tail by default. This needs to be fixed.

Hi @edsiper. First thanks for the job done, quite awesome. Then I would like to ask if there are news about this issue: if you have lot of preexisting logs this issue becomes quite a showstopper as you need to ingest all of them before getting to the current logs and takes time.
