[pigeon] replace compilation tests with platform unit tests

Platform unit tests test compilation and runtime logic of generated code so they are a superset of compilation tests.

Historically we had compilation tests first, but there is no reason for them now that we have platform unit tests.

This has been resolved; tests are all in the context of a plugin scaffolding now.
