Ability to use the repository path as the ENV PATH in settings

Some git hooks expect to be run with the cwd as the git repository. In settings the ENV PATH currently has options for parent processes and system shell but adding a "Repository path" option would solve these badly configured git hooks.

Opening fork from terminal in the git repository fixes the hooks, but this isn't useful when there are multiple repository tabs open.

May be I'm missing something, but all git hooks are being run with cwd as the git repository. Add echo "$PWD" to your hook to confirm this.

I think this was related to #1889
I've now now got it fixed by setting the ENV PATH to the System Shell

@darren-archax thank you for posting! I've been having a lot of issues with pre-commit hooks, finally decided to search the web, and this appears to have solved it, three minutes on. 💯
