Expose user progress with an API

The FreeCodeCamp open data project should expose the user progress data from the FreeCodeCamp site with a public API. External tools can invoke the API to present the FCC data in an interesting way.

The first release is published on Heroku at http://fccapi.herokuapp.com . Usage details are in the index page and on the README here. First release will have limited amount of data because of cost restrictions. Only the most active users will be exposed. #3
