Proposed Changes
Initial setup for a WLED CLI tool.
This PR adds the basics to prep for more functionality in the future.
Right now, it can only scan for WLED devices on the network and list them.
It is kept simple and pretty much useless at this point, with the sole goal of introducing the CLI itself as a foundation to work on.
No documentation as of yet, as there isn't much to document either. If this grows into something generally usable, we can add that.
