Incorporate an important performance fix from the TPSDK, see fsprojects/FSharp.TypeProviders.SDK#295
This also removes the use of a reflection hack from the TPSDK fsprojects/FSharp.TypeProviders.SDK#305. This means latest releases of FSharp.Data will now only work in VS2017 and above, and corresponding F# tooling
