Implement PG DB Module

Current progress: https://github.com/garageScript/databases/pull/2/files

Acceptance:
* `startPGDB` function must start the PG database
* `closePGDB` function must close the PG database
* `createPGAccount` function must create an account.
* `deletePGAccount` function must delete an account.
