This PR updates the codebase and its dependencies to use the latest
python-dvuploaderversion0.3.0.A new feature allows users to control
tab_ingestat theFilelevel, including within theadd_filemethod. This helps address potentialOptimisticLockissues during direct/native uploads (see this PR for details).
