I have a nagging suspicion that this hasn't been tested.

Yes, you clearly didn't.

The build detects that configure.ac/Makefile.am changed and helpfully regenerates them for the user so I failed to notice that it wasn't using eautoreconf which is now fixed. Thanks for pointing that out!
